Newly appointed commissioners at the Public Private Partnership Commission (PPPC) have undergone a comprehensive orientation designed to equip them with the knowledge and strategic insight required to steer Malawi’s flagship infrastructure partnerships.

The full day induction session, held on 14th April 2026 at Mount Soche Hotel , focused on the Commission’s history, its governing legal framework, and the full lifecycle of Public Private Partnership (PPP) projects from conception to implementation and monitoring. Commissioners were also briefed on a growing pipeline of priority projects expected to drive national development.

PPPC Chairperson Dr Joseph Nagoli emphasized the importance of grounding the new commissioners in both institutional memory and technical processes.

“The role of the Commission is not merely administrative it is strategic and transformational,” said Dr Nagoli. “Understanding where we come from, the legal safeguards we operate under, and the complexity of the PPP lifecycle is essential for making sound, transparent decisions that serve the public interest.”

He noted that PPPs remain a critical vehicle for mobilizing private sector investment into key sectors such as energy, transport, and water infrastructure.

“We are entrusted with ensuring that partnerships are structured in a way that balances risk, delivers value for money, and accelerates national development, a chance to deliver a powerful legacy and do something meaningful for Malawi” he added.

PPPC Chief Executive Officer Patrick Kabambe underscored the technical depth of the orientation, describing it as a necessary foundation for effective governance.

“This orientation is about aligning the commissioners with the Commission’s mandate and operational realities,” Kabambe said. “We walked them through the PPP legal framework, the project appraisal process, procurement stages, and contract management all critical components of a successful PPP lifecycle.”

Kabambe also highlighted the importance of continuity and oversight as the Commission advances several projects currently in the pipeline.

“We have a number of projects at different stagesn from feasibility to procurement and the commissioners will play a pivotal role in providing oversight and strategic direction,” he said. “Their understanding of these processes will directly impact the quality and pace of implementation.”

The session also included discussions on emerging challenges in PPP execution, including risk allocation, stakeholder coordination, and ensuring compliance with regulatory standards.

Participants described the orientation as both insightful and practical, providing clarity on their roles and the expectations placed upon them.

As Malawi continues to leverage PPPs to bridge infrastructure gaps, the Commission’s leadership says building a well-informed and capable board is key to unlocking sustainable and inclusive growth.
